Every vote where he broke from a majority of Republicans
All 188 of them, 2021–2026. This is the raw material behind the headline percentage — nothing is filtered out, including the trivial amendment votes. Sort by "Crossed to the Democratic side" to separate the substantive breaks from the procedural noise.
Two kinds of break. A crossover is a vote where a majority of Republicans and a majority of Democrats were on opposite sides and Moore sided with the Democrats — 173 of these. A faction break is a vote where both parties were on the same side, or the split was intra-Republican, and Moore was in the Republican minority — 15 of these. Only the first category is meaningful evidence of independence — and even there, 132 of the 173 crossovers (76%) are amendment votes rather than final passage. Across all 188 breaks, 144 are amendments.
